David has worked in the Property Management Industry and Hospitality Industry for over 30 years, in Restaurants and Hotel Banquet Services then in Property Management as a Leasing Consultant, Community Manager, Marketing Director, a successful founder and owner of APT Companies which is comprised of APT Staffing, APT Training and APT Commercials and now Founder and CEO of The Phoenix Recruiters. David has helped develop many top professionals in multi-family housing throughout California and Arizona. He has been an NAA National Apartment Leasing Professional instructor as well as a facilitator and speaker for Brainstorming Sessions. David has won Associate Member of the Year Tributes Award from the Arizona Multi-housing Association and his staff and companies continue to win awards in their local markets. David created and developed APT Commercials to fill a need in the industry for high quality creative video tours and video productions. He has produced Commercial Hosted video tours for communities from Florida to Hawaii and works with some of the best talent Southern California has to offer. He has developed another video production company called Showoff Video Production, focusing on specialized businesses and real estate for the internet and television broadcast.

John Modlin is a Principal for San Diego, California for The Phoenix Staffing and Director of National Recruiting at The Phoenix Recruiters. He represents over 27 years of Property Management experience as a Leasing Consultant, Manager, Operations Manager, and Commercial Property Manager. In 2003, John helped found APT Companies, a staffing company specializing in property management personnel. He has conducted training seminars for over 20 years, and has produced many top leasing consultants for companies such as Con-Am Management, JPI, Alliance Residential, Lincoln, Equity and Fairfield Management. John is very active with the San Diego County Apartment Association and IREM, conducting seminars and serving on various committees. John has served on the SDCAA Board of Directors for over 16 years and was the 2012 President at SDCAA. John was also the recipient of the Mark of Excellence Awards President’s Award in 2001, the Industry Partner of the Year in 2005, and the Industry Achievement Award for Lifetime Commitment in 2014 at the San Diego County Apartment Association. In addition, John is on the Board of Directors for The California Rental Housing Association, and a Delegate with the National Apartment Association, serving on several committees with NAA. John is also President of the Bobby Jo Lewis Foundation, a non-profit working with disadvantaged people, giving them a new start in the multifamily industry.

Working with these prestigious companies, Noe can identify top quality talent that can better serve our clients. With a sharp attention to detail and strong customer service focus, Noe oversees our operations in Nevada.
